林奏延專文指出，2003年嚴重急性呼吸道症候群（SARS）疫情爆發，總計奪走全球774條人命，並使全球經濟陷入混亂，衝擊國際貿易及旅遊。而2015年在南美洲出現的茲卡病毒已席捲全球。
根據世界衛生組織（WHO）在2014年估計，媒介傳播疾病占全球所有傳染病的17%，每年造成75萬人喪生；登革熱為最快速成長的傳染病，傳染範圍已超過100個國家，被傳染風險達4成，顯示疾病無國界。
他強調，台灣自2009年正式加入「國際衛生條例」（IHR）的施行架構起桃園美語老師 推薦，即善盡該條例所賦予的責任義務，並履行國際衛生條例之責，與WHO建立IHR聯絡點，使區域及全球均能回應公眾健康威脅。
為對抗伊波拉病毒，林奏延表示，台灣曾捐贈10萬套個人防護裝備，並捐贈100萬美元。台灣正研究成立國家級研究所，以整合資源，協助地方政府對抗媒介傳播疾病。台灣也將持續積極參與國際衛生事務，追求以最好政策及作法來對抗傳染病。
